This study examines the relationship between terrorist incidents and policy community change. It focuses on the dynamics of the WMD policy community over time - exploring the time periods just after a chemical or biological terrorist attack. In doing so, the study draws on studies of the policy process, policy communities, and focusing events. In particular, this study seeks to examine the nature and extent of changes to the policy community itself following a chemical or biological terrorist attack. This study examines policy community change by looking at changes in the community membership, changes in the frequency of the activity of the members, and changes in the ideas prevalent in the community.
Potential policy community change was observed using policy community activity before hearings held by the U.S. Congress between 1995 and 2006. The hearings were used to observe which policy community members testified before Congress, how much they testified over time and the ideas policy community members emphasized in their testimony. The time period studied included two significant WMD terrorist attacks: 1) the sarin gas attack against the Tokyo subway system in March 1995; and 2) the anthrax-laced letters mailed to media and government offices on the east coast of the United States in September and October 2001. This study seeks to better
inform the formation of counterterrorism policy, and furthers the discipline of public policy by testing existing theories in an issue area that is the focus of considerable attention by policy makers.
