Abstract

Taiwan adopted gender mainstreaming (GM) in 2005 in response to feminist advocacy and in alignment with international norms. Yet despite its twenty-years implementation, Taiwan’s GM program has been formally evaluated only once in 2015. This research evaluates how GM has been implemented in Taiwan. The evaluation examines the program rationale, program design, implementation, and outputs with program theory and mix methods, such as content analysis and process tracing. This research finds that Taiwan’s GM program is constrained because of the disconnect between the program rationale and program design and implementation issues. The weaknesses in both program design and implementation have limited GM's effectiveness in Taiwan in transforming existing institutions and installing gender perspectives at all levels of government. This research contributes to scholarship on gender mainstreaming in both Taiwanese and broader comparative contexts. It concludes by recommending feasible and incremental reforms that could strengthen implementation while remaining politically and administratively realistic.
