INTERSECTING CULTURES: EXPLORING THE IMPACT OF INTERORGANIZATIONAL DYNAMICS ON DEGREE PARTNERSHIP PROGRAMS

Abstract
This qualitative case study investigates the dynamics of a degree partnership program (DPP) between Everett Community College (EvCC) and Washington State University Everett (WSUE), focusing on how culturally informed perceptions of risk influence the creation and implementation of interorganizational relationships (IORs) in higher education. The study reveals that the DPP, as a catalyst, exposed contrasting cultural values and risk perceptions, shaping decision-making and collaboration strategies within the partnership. It examines the program’s development in the context of declining postsecondary enrollment and a growing need for higher-skilled workers, drawing on the theoretical frameworks of risk society and cultural theory.
Through semi-structured interviews with leadership, faculty, and staff from both institutions, the research identifies key risk perceptions and explores how cultural values shape
decision-making processes and collaboration strategies. The analysis reveals that while both institutions share a commitment to student success, their unique cultures and historical positions within the higher education landscape contribute to differing risk perceptions, communication approaches, and definitions of program success. The study explores the potential challenges and opportunities inherent in navigating these differences, emphasizing the importance of open communication, shared goals, and a student-centered approach to ensure the program’s long-term sustainability and effectiveness. The findings provide valuable insights for higher education institutions seeking to forge successful interinstitutional collaborations in response to the complex and evolving educational landscape.
