Abstract
Electric distribution infrastructures are facing increasing challenges in the form of reduced reserve margins, aging infrastructure, increasing extreme weather events, and intermittent power from renewable resources. Factors such as electric vehicles, distribution-level markets, and active end-user participants are also increasing the complexities of a distribution system. Utilities can manage the reliability resiliency challenges of this changing landscape by adopting Advanced Distribution Management Systems (ADMS). ADMS allows utilities to have better control and observation of operations by integrating different systems in a single platform that are typically isolated or loosely coupled. An ADMS platform enables the creation of a data-rich environment and distribution automation where previously siloed data can be made available to all integrated applications. To take advantage of this increased automation and data abundance, utilities need operational and planning applications that can use all available data. Data access and exchange mechanism based on a standardized data model provide ADMS applications a way to integrate with multiple systems at reduced cost and complexity. It also enables distribution system application developers to work with logical data references and create plug-and-play applications that work on any compliant system instead of a one-off vendor-specific or proprietary solution. This paper proposes an approach for designing such standardized data access and exchange mechanism based on the Common Information Model (CIM) for developing portable ADMS applications. It further provides programming interfaces and functions based on the given approach and application requirements. This paper also presents GridAPPS-D, an open-source reference ADMS platform that implements the proposed standardized interfaces and data model to integrate applications working with different power grid models. This work details the implementation and benefits of the programming interfaces with a sample application integrated with GridAPPS-D, for which the author is the lead designer and developer.
