National work-family policies: multilevel effects of employee reactions to work/family conflict

Abstract
Despite considerable differences in national work-family (WF) policies offered in countries around the world, research concerning the implications of such policies for organizational research is limited. The current study takes the first step to examine the contextual role of country-level national WF policies as a moderator in the relationships between individual-level work-family and family-work conflict (WFC/FWC) and job stress, job satisfaction, turnover intentions, organizational commitment, and subjective health. Drawing from Conservation of Resources (COR) theory, I argue supportive national WF policies at the country-level enhances one's access and obtainment of resources, thus serving as a socioculturally supportive backdrop affecting one's reaction to WFC/FWC. Using multilevel modeling, the predicted cross-level interaction effect was tested using individuals (N = 49,637) nested in 36 countries. Results were largely counter to expectations: while more supportive national WF policies attenuated the positive relationship between FWC and job stress, it unexpectedly exacerbated the negative relationships between WFC and organizational commitment, WFC and job stress, and FWC and subjective health. These findings are discussed in light of recent changes in work-family legislation and country differences in alternative sources (i.e., state- or organizational-level) of support.
