Necessary & sufficient coalition functioning conditions for model fidelity: an exploration across coalition developmental stages

Abstract
Coalitions are a well-evidenced and increasingly funder-required means of affecting positive community health outcomes through the implementation of community intervention programs. Research has demonstrated that, when implemented with fidelity, these coalition models typically produce greater levels of desired outcomes. Many models explicate coalition functioning, development, and pathways to fidelity. Despite this, minimal research has been conducted examining the coalition functioning and model fidelity at different stages of coalition development. Part of a larger evaluation of the functioning of Washington State's Community Wellness and Prevention Initiative (CPWI), this mixed-method study utilizes qualitative comparative analysis (QCA) and thematic analysis to illuminate the coalition functioning conditions that are necessary and sufficient to produce model fidelity at each of three stages of development. Results suggest that different aspects of coalition functioning are more and less important across stages of coalition development. In the formation stage, only the presence of high levels of coalition leadership was sufficient to produce model fidelity. In the maintenance stage, three combinations of conditions were sufficient: 1) sustainability planning if, and only if, accompanied by the absence of CPWI participation costs, 2) coordinator leadership, and 3) a combination of coalition leadership and team cohesion. In the institutionalization stage, two solutions were sufficient: 1) coalition leadership if, and only if, accompanied by the absence of sustainability planning, and 2) sustainability planning if, and only if, accompanied by the absence of coordinator leadership. Implications for program implementers and technical assistance providers are discussed.
