Abstract
The purpose of this study is to test how acceptance of organizational change is affected by the type of proposed change in a public agency. The changes identified in this study are those that are triggered by regulatory compliance to external regulatory agencies versus those identified by the agency as being important to increasing business maturity. The hypothesis is that a public sector employee is more likely to accept organizational changes that are due to regulatory compliance mandates than business driven change. An on-line survey of 2,165 employees at Bonneville Power Administration (BPA) was administered to measure the acceptance of change, whether the respondent was a contractor or a federal employee. Two logistic regression models were estimated, one that tested for employee acceptance of business driven change and another that tested for employee acceptance of regulatory change. There was an association between employee acceptance of change and the direction received regarding change. First a zero-order test and then logistic regression tests demonstrated that the data did not support the hypothesis that employees are more likely to accept regulatory changes over business driven changes. It was found, however, that the relative effects of managerial forces versus regulatory forces upon the acceptance of change were an important consideration. Two variables stood out as statistically significant from the others tested, the number of years an employee had worked at BPA and his or her work environment. This indicated that although employees are more likely to accept change that is directed by management, the acceptance depends upon the amount of impact the change is likely to have on the individual depending on whether he or she works in an office or the field or the number of years he or she has devoted to the agency. For the purposes of creating a more cohesive workforce in which all changes are embraced for the sake of continuity and workforce strength, it would behoove management in federal agencies to spend more time preparing for, sponsoring and communicating the types of changes their workforce can expect and about their role in successful change implementation.
