Abstract
In 2021, the Washington State Legislature appropriated $500,000 in state funding for the Least-Conflict Solar Siting project for the 2023 Fiscal Year where the Washington State University (WSU) Energy Program was tagged to lead a voluntary, collaborative effort that brings stakeholders together. This effort – currently underway – includes stakeholders focused on environmental conservation, solar PV development and transmission, farmlands, ranchlands, and local communities and economies. Native American Tribes in the area are also involved in the process. Stakeholders and Tribes are working to identify areas in the Columbia Plateau region where the siting of utility-scale solar is less likely to generate significant conflict.
