Abstract
In 1967, Title Ill of the Economic Opportunity Act of 1964, was amended to provide the necessary resources to remedy this educational disparity. As a result, the High School Equivalency Program (HEP) and College Assistance Migrant Programs (CAMP) were created to address the educational and occupational needs of the migrant student high school dropout. These programs were administered by the Migrant Division of the United States Office of Economic Opportunity (OEO) until 1973, when they were transferred to the Department of Labor (DOL).
